Sir:-
I am directed by the Comptroller and Auditor General
to transmit to you, for submission to the Secretary of State, a copy of a letter received from Mr Nicolle, the Local Auditor of Hong Kong, with reference to the Subsist- ence Allowance assigned to that officer when travelling on tours of inspection of the Post Offices in China,
2. Mr Nicolle's request seems to the Comptroller and Auditor General to be a reasonable one, and if it should be granted, it is not anticipated that the small addition to the Subsistence Allowance would cause any excess upon the
Vote of $10,000 for the Audit Department.
3. Sanction for the present rate of Subsistence Allow- ance was conveyed to this Department in the late Sir Robert Meade's letter of 9th April 1894, transmitting a copy of a despatch from the Governor of Hong Kong to the Secre- tary of State, No 40, of 3rd March 1894.
I have the honour to be,
Sir,
Your obedient servant
Phillips
he Under Secretary of State,
COLONIAL OFFICE.
